This starter is a new part, it is not necessary to return a replacement part.
The enclosed metric screws replace the original inch screws. The nut is omitted because the starter flange is threaded. It is no longer necessary to hold the nut back during assembly. If the old screws and nuts are still to be used for reasons of authenticity, then the threads in the starter flange must be drilled to a 12mm through hole.
