When replacing the brake discs, it is advisable to always replace the handbrake shoes as a precaution.

The friction lining may have been overheated in the past and no longer has a good coefficient of friction due to handbrake cables that are stiff or too tight. The result is a weak handbrake effect. If the handbrake has been used too little, the same effect can be caused by rust in the brake drum that has worked its way into the lining.

Even if the friction lining still looks good, caution is advised: Due to aging and rusting underneath, the adhesive on the friction lining is often no longer good: The friction lining can fall off the brake pad carrier and, in the worst case, block the rear wheel. It is then no longer possible to continue driving without forcibly removing the brake disc.
